Job Description:

JOB SUMMARY The Senior Engineer will act as a technical lead in the specialized field of dam safety and geotechnical engineering related to the planning, analyses, design, and construction of dams, reservoirs, and appurtenant hydraulic structures, (e.g., spillways, inlet/outlet towers, discharge pipelines/tunnels, etc.). As a Senior Engineer within the Safety of Dams Team of the Engineering Services Group he/she will provide technical expertise for dam surveillance and monitoring, dam instrumentation data reduction and interpretation, dam risk and failure mode analyses, and dam emergency action planning.



The Senior Engineer will have expert experience in dam inspection, condition assessment, and forensic evaluation of dams. The Senior Engineer will have expert experience in strategizing, planning, implementing and managing major infrastructure rehabilitation programs. In addition, this position he/she will have up-to-date knowledge of and current dam safety guidelines and regulations, state-of-the-art dam analyses (e.g., seepage, slope stability, seismic deformation, etc.), state-of-the-practice dam design criteria and principles, and geotechnical field investigations including non-invasive and invasive field exploration and laboratory testing methods. Dam safety technical leads will be responsible for preparing and reviewing technical memos, letters, manuals, reports, etc. and making technical presentations.



He/she will act as a design manager or project manager of the most complex multi-discipline projects. The Senior Engineer will coordinate project design with other disciplines; make recommendations regarding project methodology by assisting in developing project scope, design criteria, and staff assignments; establish design schedule and budget; monitor design progress; and attend construction contractor and consultant meetings to resolve problems or outstanding issues.



Positions at this level are fully competent and use judgment in interpreting and adapting guidelines such as policies, regulations, precedents, and work directions for application to specific cases or problems. Requires contact and coordination with State of California regulatory agencies (Division of Safety of Dams and Office of Emergency Services) and local agencies within dam inundation boundaries. Candidates for this position must possess excellent communication and interpersonal skills; have the ability to work independently or within a multi-disciplined project team; be proficient with the use of personal computers and automated data acquisition tools. Senior Engineers may also be responsible for directing and reviewing tasks performed by lower grade engineers.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS

Education and Experience: Bachelor's degree from an accredited college or university and eight years of increasingly responsible experience, of which two years must have been at the Engineer level.



A degree (Bachelor's or Master's) in related field is defined as a Civil Engineering degree with emphasis in geotechnical or structural engineering.



Increasing responsible relevant experience is defined as:

  • Strategic planning, implementation, project delivery, and project management of major infrastructure rehabilitation programs
  • Inspection of dams and appurtenant structures; assessment of dam conditions; interpretation of dam instrumentation monitoring data; and evaluation of dam performance
  • Development, coordination, execution, budgeting and scheduling of geotechnical studies, investigations, and maintenance activities
  • Preparation of formal correspondence, reports, and presentations that certify the condition of dam structures to regulators and provide status and actions to management

    CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS

    License(s): Valid California Class C Driver's License or equivalent (required at time of application) that allows you to drive during your employment.

    • License in good standing as a California Professional Engineer (Geotechncial or Structrual)

      DESIRED EDUCATION AND CERTIFICATION

      Master's degree from an accredited college or university and six years of increasingly responsible experience of which two years must have been at the Engineer level.

      • License (Geotechnical Engineer) in good standing with California Professional Engineer
